Melissa Barbosa, P.E. is a Water System Engineer for Azusa Light & Water and a long-time Azusa resident. She started her ASCE membership and involvement in 2002 when she participated in the Cal Poly Pomona Student Conference tug-o-war competition. For 8 years she was involved with ASCE Younger Members; in 2014 she served as ASCE YMF SBR Past-President and the last 4 years serving on the Branch Board. Always on the go, volunteers for the Azusa Kids Come First golf tournament, K-12 outreach, loves skiing and kayaking; the board game Settlers of Catan and cheers for the Notre Dame Fighting Irish.

Jeff Meiter, LS, RCE, is the President/CEO of Valued Engineering, which is a small business Civil Engineering and Surveying Company in Upland. He has been involved with ASCE since college in the 1990’s when he participated in the ASCE Southwest Regional Conference surveying and concrete canoe competitions. He has been a member of ASCE since 1994, and has been serving on the local ASCE Branch Board for the past 2 years. When not at work, he spends his time with family watching movies and live theater.

Chet Robinson, PE, GE, is a Geotechnical Engineer working for Geocon West in their Murrieta Office. He has been involved with ASCE since college in the late 1990’s when he participated in the ASCE Rocky Mountain Student Conference competitions. He has been a member of ASCE since 2000, and has served on the local ASCE Board for 1 year. Even though he works to help fix our roadways, his favorite thing is to get off-road via annual backpacking trips and taking his Jeep up in the mountains of Big Bear.

Andrea Gonzalez, PE, is an Assistant Civil Engineer for Riverside County Flood Control and Water Conservation District, working for the Water Quality Compliance (formerly NPDES) section as the Santa Ana Region MS4 Permit Manager. Andrea has been involved with ASCE San Bernardino/Riverside YMF since she graduated from Cal Poly Pomona in 2013 and served as the Cal Poly Pomona Practitioner Advisor for 5 years. This is Andrea’s first year serving in the ASCE SBR Branch as Secretary. Andrea enjoys traveling and one of her traveling goals is to see all the Disneyland’s in the world (she has four down, two left to see).

Entcho Anguelov, PE has been a member of ASCE for many years but became involved in the local branch in 2016 as an assistant newsletter editor. Entcho works as a senior engineer for Albert A. Webb Associates in Riverside in the Stormwater Engineering Department. He finds civil engineering profession challenging and exciting enough to still keep him in its strong embrace for almost 30 years. He is married to a civil engineer, and their son is a civil engineer as well. Entcho loves skiing, woodworking and photography.

Christopher Quach, PE, is an Assistant Water Engineer for the City of Riverside Public Utilities in the Water Planning & Resources group. Chris has been involved with ASCE San Bernardino-Riverside Younger Member Forum (YMF) since 2015 when he was recruited by Melissa at the After PE Exam Happy Hour. He has served in various positions such as Co-Newsletter Editor, Co-Secretary, and President-Elect. This is his first year serving in the ASCE SBR YMF as President. Chris is most happy when he’s snowboarding, hiking, and traveling the world with his Fiancée (Jing Yang - serving as SBR YMF VP) who is also a Civil Engineer.

Robbie Warner, PE, GE, Senior Geotechnical Engineer for Geo-Logic Associates, where he focuses on geotechnical, geologic, and seismic engineering for solid waste landfills. Mr. Warner has been a member of ASCE for 30 years, attending geotechnical meetings in the San Francisco Bay Area; Pittsburg, Pennsylvania; Los Angeles; and southern California’s Inland Empire. His recent experience serving on the Inland Empire Geo-Institute’s Board is his first ASCE leadership experience. He enjoys traveling in the US and abroad, hiking, skiing, horsing around with his son and friends, and working on projects around his house in the San Gabriel Mountains community of Mt Baldy.

Bill Flores, PE, is a Senior Project Manager for HDR Inc. (Riverside office), a national civil engineering consulting company. He was the 2010-2012 ASCE LA Section Vice President of Technical Groups and was President of this Branch for two years in 2005 & 2006. Bill is responsible for projects involving Project Management, and Drainage and Water Quality activities in Southern California. Bill holds a Bachelor of Science degree in Civil Engineering from Cal Poly, Pomona. He is involved with Fundraising for the American Heart Association and is a volunteer at the San Bernardino County Museum.

In his spare time, Steve enjoys off-roading and spending time with his family.
